This article applies to you as someone running public procurements, and shows how a procurement moves from need to signed contract.
The five phases
Under Procurements in the menu there is one item per phase, with the number currently there.
In progress are procurements you are still setting up. Nobody outside the municipality sees them.
Announced are the ones that have been advertised. Suppliers can submit until the deadline passes.
Under evaluation are the ones where the deadline has passed and bids are being assessed.
Award and standstill are the ones where a winner has been chosen and the standstill period is running.
Completed are the ones that are finished, with the documentation preserved.
The workspace
When you open a procurement, the content is split in two. Under Basis sits what you have decided: Request and Communication. Under Process sit the steps you carry out: Qualification, Minimum requirements, Bids, Evaluation and Award.
At the top a timeline runs from announcement to contract, showing where you are and what is left.
What differs from private purchasing
The procedure decides the order. An open tender has one stage: anyone can submit a bid directly. A restricted tender has two: suppliers request to take part, you choose who is invited, and only then are bids submitted.
On award a standstill period runs before a contract can be entered into, and the whole process is documented in a protocol.
