Minimum requirements

Written by Fredrik Muri Slettestøl

This article shows you as a public buyer how to set requirements a bid must meet to be assessed at all.

Add the requirements

On the Minimum requirements step you add them with New requirement, or pull in ready-made ones with From the library. A whole set comes in with Apply template.

What a minimum requirement is

A minimum requirement is answered yes or no. If the bid does not meet it, it should not continue in the competition.

That is the difference from the award criteria: there you give scores and weigh them against each other. Here it is a threshold.

ℹ️ Note: Only set requirements you would actually reject someone over. A requirement you would let slide belongs as an award criterion instead.

💡 Tip: Word the requirement so it can be answered without judgement. "The supplier shall have a 24-hour duty phone" can be answered. "Good response time" cannot.
